话说满清王朝的历代帝王，大概没有哪个比乾隆皇帝（刘永 饰）更爱微服私访的吧！这一天，厌倦了宫中繁文缛节、枯燥无趣生活的乾隆一肚子邪气，他厌烦了黄色的衣服、沉重的帽子以及每日乏味的朝会，连山珍海味也提不起他半点的兴趣，反倒是军械库士兵们吃的杂烩菜乞丐钵让他胃口大开。各种不满逐渐累积，终于让皇帝大爆发，他立志学习唐明皇微服出巡，体察民情，当然更多的是去民间好好玩耍一番散散心。乾隆在运用一番计谋之后偷跑出宫，大臣们只能忙不迭地派人暗中保护。这一日，皇帝遇到算命的马半仙（史仲田 饰），谁知对方却告知他将遭遇牢狱之灾。
